IBI - 
Impuesto sobre Bienes Inmuebles (Council Tax):

This tax has to be paid once a year. This payment is for all owners, and it needs to be made each year to their local councils and is the equivalent of the UK’s rates, or council tax. You will NOT get a bill from them – they deem that you should know about this and pay it annually between May and July each year without reminder
